Minutes - Meeting held on 8th July 2008

PUBLIC PARTICIPATION:

There were no members of the public present.

 

1. APOLOGIES

 2. CONFIRM MINUTES OF PREVIOUS MEETING

The minutes of the meeting held on 8th April 2008 were read and approved – proposed by Councillor Curling and seconded by Councillor Pearcey.  The minutes of the extraordinary meeting of 29th April were approved – proposed by Councillor Pearcey and seconded by Councillor Spurling. The minutes of the extraordinary meeting of 10th June were read and approved – proposed by Councillor Pearcey and seconded by Councillor Spurling.

3. MATTERS ARISING FROM THOSE MINUTES

Councillor Stephens apologised for being unable to attend the parish partnership but Councillor Pearcey had attended instead.

 4. PLANNING

- Motocross - it was suggested that a meeting be arranged with the planners and              environment agency and other interested parties as the 5 year planning permission is due to expire early next year.

 

155 Springvale Road - letter to be sent to planning department asking that any changes in planning application be forwarded to parish council.

5. FINANCE

End of year accounts distributed and approved by parish council (attached).  Internal audit arranged.

 6. GENERAL AMENITIES

Footpaths - reference access to Nuns Walk . Rights of Way officer had contacted the clerk and they will not become involved at this stage but suggested that the parish council contact landowner direct which Councillor Pearcey offered to do.

 

- the piece of council land outside Worthy Barn has become overgrown with stinging nettles and it was agreed to ask the grasscutter to strim that piece at the same time as he cut the paths.

 

- the parish council had sent a letter to the occupier of the Old Rectory asking that they cut their hedge that abuts the footpath alongside the watercress beds.

 

- Councillor Spurling expressed concern about the culverts around the watercress beds and the junction of Bedfield Lane and Springvale Road – Councillor Porter arranging meeting on 17th July to look at the problem.

 

Village 30 - this is now likely to be implemented in October this year. Councillor Porter checking where 30mph in School Lane will begin as plans show it just at the bend and not at the beginning.

 

- complaint from resident of Meadow Cottage concerning the central reservation at junction Bedfield Lane and London Road as she thinks it is dangerous – to be seen.

 

Noticeboards - the noticeboard at the Farm shop needs to be reinstalled in the ground as it is only propped against the fence. Also a new noticeboard is needed at the bottom of Nations Hill as there is nothing in that part of the village. Clerk to arrange.

 

Litter Pick Up - some of the big items still in Down Farm Lane but it is possible they are on private property and therefore will not be collected by council.

 

School Lane - the junction where School Lane enters Worthy Road is becoming increasingly dangerous with a number of vehicles doing a three point turn in the middle of Worthy Road to either turn left from School Lane or right from Worthy road into School Lane. Options to be considered include closing School Lane at this junction, making it one way or placing signs prohibiting right turn from Worthy Road and left turn from School Lane.                 

7. NEIGHBOURHOOD WATCH

The council wished to thank Margaret Filley for a good informative newsletter. There had been a theft from St Swithuns Church whereby somebody broke into the safe.

 8. INFORMATION ON ANY CORRESPONDENCE RECEIVED.

Police would like 3 priorities which are relevant to our parish – council agreed flytipping/litter especially Down Farm Lane, excessive speed and lack of visible policing.

 9. COMMUNICATIONS/WEBSITE FOR VILLAGE

Newsletter –

Website – Councillor Curling stated website will be up and running shortly. Councillor Curling stated the council need to have freedom of information statementon website – clerk to draft.

10. ELECTION OF OFFICERS

Councillor Stevens was unanimously voted to remain as chairperson for this year.

 

Councillor Hatchett no longer wished to be vice chairman although would remain on council. Councillor Pearcey was elected as the vice chairperson.

11.DATE OF NEXT MEETING

The next meeting will be held on Tuesday 14th October  2008 at 1915 hours at St Marys Hall Kings Worthy.
