Minutes - Meeting held on 8th April 2008

PUBLIC PARTICIPATION:

There were no members of the public present.

 

PCSO Brazier and Wilkinson attended the meeting.  Headbourne Worthy very quiet with no reported crimes recently.  They warned about distraction burglaries on the elderly and are visiting vulnerable people to warn them about answering their door to strangers etc.

2. CONFIRM MINUTES OF PREVIOUS MEETING

The minutes of the meeting held on 8 January 2008 were read, an amendment was made under Correspondence to read ‘Core Strategy Meeting – Public Workshop – Councillors Stephens and Curling to attend’.  Minutes proposed by Councillor Curling and seconded by Councillor Stephens.

3. MATTERS ARISING FROM THOSE MINUTES

Core Strategy Meeting – Councillors Stephens and Curling completed questionnaire on behalf of parish council.  They had some criticism of the questionnaire and its choice of answers as they felt they were unable to answer some questions satisfactorily.  They also questioned why there could not be any development at Bush field Camp.

 

Councillor Hamblin reported that his wife had attended a “Movement and Access” meeting and had found it difficult to follow the “vision statements” and felt she was not qualified to give an opinion.  Councillor Rutter agreed and had found it difficult to complete the questionnaire on-line.

4. PLANNING

- Motocross.  Concerns still being raised about the state of the road and the amount of heavy Lorries entering and leaving the site.

 

- Barton Farm Impact assessment was cancelled prior to the meeting.

 

- Watercress Cottage has submitted an application for the change to their original application in respect of the dormer windows.

 

- 155 Springvale Road.  Councillor Curling attended the exhibition for this possible development.  The parish council have not yet received any documentation regarding this application but a meeting will need to be arranged when it does.  

 

Councillor Curling had filled in a questionnaire as a resident.  He also stated that some of the proposals were for buildings two and a half storeys high which went against LADS.

5. FINANCE

End of year accounts to be attached to minutes.

6. GENERAL AMENITIES

Footpaths - reference access to Nuns Walk.  Councillor Rutter to contact Rights of Way Officer.

 

London Rd improvements  - concerns about cycling past new bollards etc now dangerous. 
Councillor Porter to fix meeting as now dangerous.  Also potholes
have appeared in the road after the works.

 

Village 30 - this is now likely to be implemented in October this year.  Councillor Porter checking where 30 mph in School Lane will Begin as plans show it just at the bend and not at the beginning.

 

Street Furniture - bus shelter etc will be refurbished when weather improves.

 

Litter Pick Up - litter pick up day has been arranged for Saturday 10 May 2008. 

Concerns were expressed about safety of those involved.  Councillor Porter to lend us fluorescent jackets.  It was decided to only pick up the litter along the roadside where there pavements.

 

School Lane - the junction where School Lane enters Worthy Road is becoming increasingly dangerous with a number of vehicles doing a three point turn in the middle of Worthy Road and left turn from School Lane.

7. NEIGHBOURHOOD WATCH

Nothing to report.

8. INFORMATION ON ANY CORRESPONDENCE RECEIVED

Hampshire Food Festival 1 – 31 July.
Parish Partnership forum 13 May – Councillor Stephens to attend.

9. COMMUNICATIONS/WEBSITE FOR VILLAGE

Newsletter – to include details of annual public meeting.  Councillor Rutter asked for more items which she can include in Newsletter.

 

Website – Councillor Curling is still awaiting some information and the website will be updated monthly.  The parish council thanked Councillor Curling for all his hard work on this project.

10. DATE OF NEXT MEETING

The annual public meeting to be held on Tuesday 20 April at 19.30 hours at St Marys Hall and a speaker to be arranged by the clerk.  Refreshments will be served.

The next meeting will be held on Tuesday 8 April 2008 at 19.15 hours at St Marys Hall, Kings Worthy.
