2. CONFIRM MINUTES OF PREVIOUS MEETING
The minutes of the meeting held on 9 October 2007 were read and agreed – proposed by Councillor Curling and seconded by Councillor Pearcey.
3. MATTERS ARISING FROM THOSE MINUTES
Any matters arising are covered by items on the agenda.
4. PLANNING
- Motocross. Concerns still being raised about the state of the road and the amount of heavy
lorries entering and leaving the site.
- Barton Farm Impact assessment was cancelled prior to the meeting.
5. FINANCE
Balance of accounts to date were circulated.
Precept was discussed and will be increased from £3225 to £3500.
The parish council agreed to purchase two ‘councillor’s handbooks’ for reference use amongst the councillors.
6. GENERAL AMENITIES
Footpaths - reference access to Nuns Walk, Councillor Wood to be chased up re this.
Finger post in School Lane to be replaced during winter months.
Village 30 -The 30 limit would not be allowed Andover Road side of the railway bridge.
Street Furniture - bus shelter and seats will be maintained when weather improves.
- the notice board at the Farm Shop has been moved and is not fixed to the fence or ground anymore. Visit to be made to Mr Chisnell with a view to fixing board.
- concerns were expressed re the 30 mph speed limit in London Road as the signs at the beginning near the Cart and Horses pub were not visible enough and one was actually behind another sign.

8. INFORMATION ON ANY CORRESPONDENCE RECEIVED
Debbie Found, clerk of South Wonston Parish Council is setting up meeting with Chairs from South Wonston, Headbourne Worthy and Kings Worthy on a 6 monthly basis as all councils have overlapping problems and concerns.
Winchester Villages Trust – Headbourne Worthy is part of this trust and there is money available for assistance if needed. At present there is no trustee appointed from Headbourne Worthy and Chairperson Stephens stated she would be willing to stand as a trustee
Request for donation received from Hampshire County Youth Band Association and the council agreed to a donation of £50. Proposed by Councillor Pearcey and seconded by Councillor Curling.
9. COMMUNICATIONS/WEBSITE FOR VILLAGE
Newsletter – A number of positive comments have been received regarding the newsletter. Councillor Rutter was asked to clarify the fact that parish councillors would be chosen by an election of there were enough nominees but to date we have struggled to fill vacancies.
Website – Councillor Curling stated a number of businesses are willing to be included in the website and the fee will be £40 per year which will be offset some of the costs.

The next meeting will be held on Tuesday 8 April 2008 at 19.15 hours at St Marys Hall, Kings Worthy.
