| Headbourne Worthy Parish Council consists of seven councillors, who stand for four years, after which new elections are held and overseen by Winchester City Council. The last elections for Headbourne Worthy were in May 2010. In addition to the seven councillors there is a Parish Clerk. All parish councillors are required to abide by the Standards Board of England, Model Code of Conduct 2007.

"Hello, I am the Parish Clerk to Headbourne Worthy Parish Council and have lived in the Worthys for 23 years. I retired from the Civil Service in 2008 and live at Wellhouse Lane with my husband and two sons".
The main responsibility of the Clerk to Headbourne Worthy Parish Council is to ensure that the council is run competently.
As it is a small parish, the Parish Clerk is also responsible for the financial management of the council and the annual budget involving the preparation of accounts for audit.
The clerk is politically impartial and has no voting powers, and can offer technical advice on the procedures, legal and constitutional matters relating to the Parish Council.
The Clerk is also responsible for the preparation of the minutes, in consultation with the chairperson, and for most of the correspondence and other matters involving the council.
The clerk is the only member of the council to receive a small remuneration for their role. Residents are encouraged to contact the Parish Clerk or indeed any parish councillor with their questions, views or concerns that they may have, about the community in which we all live.
